National Land Commission

Land Management Division is one of the newly established divisions under Department of Land Administration and Management. Prior to the formation of the division, land management and related works were carried out by Urban and Rural land division respectively.
Currently LMD render services concerning Land Substitution, Land Lease and Land Exchange. Previously land lease was handled by CID and PPD.

Mandates

The Land Management Division (LMD) strategically manages state land in urban and rural areas to maximize economic, social, and environmental value. It applies evidence-based, technically informed decisions to unlock land’s potential, support national development, and ensure structured, phased, and optimized land release aligned with planning and investment priorities.

Functions
  • Strategically oversee the acquisition, registration, substitution, and exchange of land to balance development, disaster resilience, and sustainability objectives.
  • Optimize land allocation and release, whether through lease, Land Use Certificate (LUC), or other tenure mechanisms, ensuring transparency, equity, and economic efficiency.
  • Apply strategic and spatial analysis, GIS, and technical assessment to identify land with highest development potential and monitor ongoing utilization.
  • Facilitate sustainable urban and rural land development while unlocking latent economic value of underutilized state land.
  • Implement managed, phased land release to align with national investment, planning, and development priorities.
  • Administer land substitution and compensation programs, including state-private land exchanges, with structured and transparent decision-making processes.
  • Ensure compliance with directives from the Office of the Gyalpoi Zimpon and implement land policies that support national socio-economic growth and climate resilience objectives.
  • Provide technical guidance and domain expertise to support inter-agency coordination, governance, and strategic decision-making on state land management.
