The Rural Land Division renders land administration and land management services pertaining to rural land. It is one of the oldest divisions formed sometime in early 1960s. This Division was under the Ministry of Finance prior to its merger with the then Office of the Chief of Survey. The Division maintains the Chhagzhag Sathrams and all important documents related to land conveyance.

Functions
- Ensure secure land tenure through proper management, verification, and safeguarding of land ownership records.
- Provide efficient and effective land administration services with optimum client satisfaction in accordance with established laws, rules, and procedures.
- Verify, scrutinise, and approve land transactions to ensure legality, accuracy, and compliance with land regulations.
- Process and approve land type conversions in accordance with relevant policies, rules, and technical standards.
- Maintain and manage Chazhag Thrams and ensure the authenticity and reliability of land ownership records.
- Conduct verification, correction, and updating of land records, including field verification where necessary to ensure accuracy of land information.
- Maintain and update land records in the e-Sakor system, ensure data integrity, and propose system enhancements and upgrades.
- Initiate data validation, cleaning, and correction processes to maintain consistency and reliability of national land records.
- Liaise and coordinate with the Cadastral Information Division to ensure proper updating and synchronisation of Thram and cadastral map records.
- Provide technical guidance and support to the land sector in Local Government offices to strengthen land administration and service delivery at the local level.
- Support the Legal Division in resolving land disputes through field verification, technical assessments, and record validation.
- Recommend and develop policies aimed at improving land administration and enhancing public service delivery.
- Review land policies, rules, and guidelines periodically and propose necessary amendments to strengthen land governance.
- Support Chhuzhing protection initiatives in collaboration with relevant stakeholders to safeguard agricultural land.
- Implement directives received from the Office of the Gyalpoi Zimpon and other relevant authorities in accordance with established procedures.
